March Planning Applications

We have been notified of the following planning applications in the Parish:

TWC/2019/0087 33 Overdale, Telford TF3 5AC  Erection of a 2 storey side extension and rear conservatory

TWC/2019/0133  Recycling House, Rock Road, Ketley TF1 5HW Variation of condition 10 (hours of operation) and condition 16 (type of waste and quantity) of existing planning permission.  NB. This site is in Ketley Parish but as it’s operation directly affects Lawley & Overdale Parish residents  we have been included in the consultation.

TWC/2019/0178 1 Rees Way, Lawley TF4 2GN  Erection of a single storey rear extension

Phase 5 & 9 planning committee outcome

We were glad to have the opportunity to yet again ask for support at Planning committee following the original deferment of Phases 5 & 9 Lawley.

We feel that a number of improvements were made to the plan which included:

  • A phasing plan for Public Rights of Way and Safe Routes to School to provide access throughout the development period.
  • Retention of a substantial number of trees.
  • A large reduction in the size of the retaining wall.
  • The attempt to include a Landscape Management Plan (which is the first time this has been requested in Lawley)

There were a large number of conditions which were required and it was vital that we ensured robust conditions were placed upon this application to give guarantees and assurances to residents who will be impacted by this development and to hold to account any deviation or non-compliance.

  • Highways- HGV movement and restrictions on Marlborough Way.
  • Rights of Way – Phasing Plan
  • Safety-Enclosure of attenuation pond
  • Construction Environmental Management Plan
  • Tree Conditions

(These are just a few and we await the final decision notice for the remainder to ensure moving forward these are all complied with and enforced if necessary)

This was always identified as a difficult site to develop, which has been detrimental to the level of affordable housing, and due to the retention of the ‘Green Corridor’ a loss of recreational space (which we can not afford in a high-density development such as Lawley). Lawley has achieved a reasonable level of affordable housing throughout, which is important, but we must balance these needs against resident’s well-being, sense of space, infrastructure, facilities and services.  We have attempted to push for improvements to benefit the area for new and existing residents.

We do however still raise concerns that The Landscape Management Plan has not been fully addressed (although this has been conditioned). The Management of the retaining wall and attenuation ponds may not be managed by the existing Management Company and we could see an external company being brought in to deliver this, with additional cost implications. The question remains, will existing residents who pay fees for site management be required to pay additional fees for these installations which could have been designed out? This can only be answered in time but needs to be considered.

Update – Roadworks on West Centre Way

We have been advised by Telford & Wrekin council that:

We will shortly be carrying out a resurfacing scheme along West Centre Way, Lawley between Lawley Drive and Gresham Drive to improve the condition of the carriageway. The work is due to take place on 27th February, for four nights weather permitting. The working hours are expected to be between 20:00 – 06:00, Monday to Friday throughout the working week, with no works being undertaken over the weekend.

To complete the work we will need to close the road with a full diversion in place on West Centre Way, Dawley Green Way, Heath Hill, Dawley Road and Lawley Drive. The works will be completed by our principal contractor Telford and Wrekin Services Ltd, who will be using their specialist surfacing contractor Tarmac Ltd.

Telford and Wrekin Council and our Principal Contractor TWS Ltd, along with their surfacing contractor Tarmac Ltd are committed to reducing the noise impact of the resurfacing works to residents. Although every effort will be made to reduce noise, the nature of the works will inevitably produce noise and some disruption to residents is expected. Nevertheless, to minimise the noise impact, works have been scheduled such that the most noise intensive activities i.e. planing of the existing road surface and the breakout out of ironwork will be completed by midnight each night.

Please see attached plan showing the location and extent of these works and letter to be delivered to businesses with frontages onto the site.

Temporary Road Closure along West Centre Way, Lawley

Please find attached information that outlines the traffic management arrangements for a temporary road closure along West Centre Way, Lawley.

Telford and Wrekin Council are planning to undertake Resurfacing works. The work is set to commence on Wednesday 27th February 2019 and will last for a duration of 7 weekday nights between the hours of 20:00pm and 06:00am with an end date of Tuesday 5th March 2019.

The diversion route for vehicles travelling in all directions will be signed on site.
